Richard F. Brown is serving as Chairman of the Tax Increment Refinancing Zone #1 Board of Directors.  The Board uses funds generated by the incremental increase in ad valorem taxes to incentivize additional development.  Mr. Brown has been involved with Amarillo development and downtown revitalization since 1990.
