After practicing law for over 26 years with extensive experience in both public and private practice involving health care matters, Pam Colbert joined Brown & Fortunato where she is a shareholder and member of the firm’s Health Care Group.

Pam’s extensive and diverse legal experience allows her to bring a unique perspective and expertise to her practice. In private practice, Pam was part of the multi-firm team which successfully brought a national class action for fraud and breach of contract on behalf of providers against the nation’s ten (10) largest managed care entities. Pam was also the Manager of a CMS Medicare Contractor’s Fraud and Abuse division where she led national investigations of providers. Pam also worked for CMS Program Integrity contractors in contracting with CMS for ZPIC (now UPIC) and RAC contracts. More recently, Pam has consulted with providers in compliance matters and assisted in responding to government audits and enrollment matters. She has also performed onsite compliance audits and assessments for providers for regulatory compliance as well as due diligence purposes. In her role with government contractors, Pam worked directly with CMS Central and Regional Offices, Department of Justice, Office of Inspector General (OIG) HHS and the FBI, as well as other government contractors across the country. These experiences provide unique insight and valued relationships.

Pam works directly with a variety of providers, including durable medical equipment suppliers, in developing compliance programs, addressing audits, enrollment issues and certifications. She is well versed in the Federal health care statutes and works to advise clients in developing effective compliance programs, policies and procedures and in responding to allegations of violations of the Anti-Kickback, Stark, False Claims Act and HIPAA statutes. With her former CMS contractor experience, Pam brings a great deal of knowledge in how audits and extrapolated overpayments can be addressed, as well as negotiating settlements and Corporate Integrity Agreements (CIAs).

Pam participates in webinars and is a frequent presenter at national health care conferences such as MedTrade, Heartland, AAHomecare and NHCAA. She has authored articles for health care publications including DecisionHealth and VGM publications. She is a member of the American Health Lawyers Association (AHLA) and the Health Care Compliance Association (HCCA). Pam also received the National Health Care Anti-Fraud Association (NHCAA) certification of AHFI.

Pam is active in her community where she is a Board Member for Cumberland School of Law’s Master of Science in Health Law & Policy program. As a former member of Cumberland School of Law’s National Trial Teams (ABA team and ATLA team), Pam enjoys volunteering as a judge for the regional and national trial competitions held at Cumberland. Additionally, Pam has enjoyed supporting the empowerment of young ladies as a Board Member for GirlSpring, Inc. from 2011-2014.

Pam was born and raised in Birmingham, Alabama. She enjoys spending time on the lake with her family and friends, music concerts and going to the Gulf Coast beaches.
