Beth Anne Jackson is a health care attorney with 25 years of experience practicing in both Texas and Pennsylvania. She joined Brown & Fortunato, P.C. as a shareholder and a member of the Health Care Group and is based in the Pittsburgh, Pennsylvania area.

Beth Anne has spent her entire legal career representing health care providers. She routinely advises hospitals, ambulatory surgery centers, drug and alcohol treatment centers, physician groups and others with respect to the development and implementation of contracts, transactions and policies and procedures that comply with health care regulations, including the Stark Law, the Anti-Kickback Statute, HIPAA, EMTALA, state law and bond covenants. She also represents entities that serve as “business associates” to hospitals and other covered entities under HIPAA, including health information technology companies and release of information companies. From special transactions to day-to-day questions of “how can I do this” to routine employment, vendor and other agreements and policies, Beth Anne helps clients address issues that impact the bottom line in ways that promote compliance without impeding the business of healthcare.

With 25 years of experience representing healthcare, corporate and nonprofit entities, and prior experience running a physician’s office, Beth Anne fully understands the economic, legal and operational aspects of the health care marketplace. She sees not only the big picture, but also the small details and implications of specific regulations, including changing reimbursement and health IT requirements. Beth Anne makes it her business to know your health care organization, its competitive environment, business philosophy and key priorities. The gathering of such knowledge exemplifies her commitment to create and sustain long-term relationships with clients, whether the clients utilize the firm’s expertise on a continuing basis or return from time to time with discrete projects and issues.

Beth Anne obtained her undergraduate degree with highest honors from Xavier University in Cincinnati, Ohio. After working in the health care industry, she attended and graduated from the University of Houston Law Center with high honors. Beth Anne is Board Certified in Health Law by the Texas Board of Legal Specialization (TBLS) and has been appointed by the Directors of the TBLS to the Health Law Advisory Commission for a term of three years beginning in May of 2022. She is also a member of the Planning Committee for the University of Texas Annual Health Law Conference.

Beth Anne enjoys writing articles for health care publications and has been published extensively throughout her career. She has spoken to professional societies on topics ranging from EMTALA and the Stark Law to HIPAA and a variety of other health care compliance and operational issues. She is an active member of the American Health Lawyers Association.
Beth Anne has been married to her husband, Peter Balash, for thirty-five years, and they have three children. Beth Anne enjoys hosting large family dinners, gardening, sewing and traveling.
