Allison D. Shelton is a member of Brown & Fortunato’s Health Care Group, where she is a shareholder. Allison is a member of the State Bar of Texas, the Amarillo Area Bar Association, the Amarillo Young Lawyers Association, and the American Health Lawyers Association.

Allison Shelton is board certified in health law by the Texas Board of Legal Specialization. She represents various health care providers, including hospitals, ambulatory surgical centers, non-profit health care organizations, rural health clinics, pharmacies, durable medical equipment suppliers, home health agencies, and hospice providers. She routinely advises clients on laws applicable to the health care industry, such as state licensing standards; accreditation requirements; Medicare Conditions of Participation; Medicare and Medicaid coverage requirements; the federal Anti-Kickback Statute, Stark law, and other fraud, waste, and abuse laws; the Health Care Quality Improvement Act; the Emergency Medical Treatment and Labor Act ; and the Health Insurance Portability and Accountability Act (HIPAA). Allison assists clients in the development and implementation of policies and procedures, Medical Staff Bylaws, compliance programs, and other operational protocols designed to comply with such laws. She advises clients on conducting peer review of physicians and nurses; represents hospitals and other provider entities in peer review proceedings, including mediations and fair hearings; and advises providers on reporting obligations arising from such proceedings. She counsels clients on the development of joint ventures and contractual arrangements. For clients involved in the sale of a health care provider, Allison provides advice on navigating applicable licensing and payor requirements and on conducting due diligence related to health care regulatory matters. She assists clients on responding to potential EMTALA violations, HIPAA breaches, and overpayments, and she represents clients that are subject to audits and investigations. Allison regularly contributes articles for the Houston Medical Journal.

Allison was raised in Monahans, Texas. In 2004, she received a B.A. in History as well as a B.A. in Political Science from the University of Texas, Permian Basin. She then taught Government at Springtown High School for three years. In 2007, she enrolled at Texas Tech School of Law. While at law school, she served as a contributing writer and an editor for the Texas Bank Lawyer. She also served as an editor for The Community Property and Estate Planning Journal. In 2010, she graduated summa cum laude and was inducted into the Order of the Coif.

Allison is married to Clay Shelton. Clay is a helicopter pilot for the Texas Department of Public Safety. They enjoy spending time with their family and friends.
